The Case For ChangeIn 2008 the Government published The Case For Change (PDF) – why England needs a new care and support system. The document explained why the social care system needs reform and set the stage for a nationwide discussion.

The Government is now preparing a Green Paper which will suggest ways to improve the system, in terms of both funding and delivery of services. After publication in June 2009, there will be a period of public and stakeholder consultation.
